Course Description:
Join us for a tour of two projects in downtown Frederick, Maryland. The first stop will be the apartments at 520 North Market Street consisting of a renovation of an existing Historic Citizen’s Service building, a new two-story addition, and a new 4-story podium addition. This project received approval from Historic Preservation Commission (HPC) and 9% LIHTC funding. It was also Enterprise Green Communities certified.

The second stop will be the Bernard W. Brown Community Center. This new 11,000 SF community center was part of the HOPE VI project located in Frederick’s Historic District. The project was awarded the 2011 City of Frederick Preservation Award for New Construction.

The tours will be led by Emily Lally, AIA, CPHC and Bruce Zavos, AIA, NCARB of Zavos Architecture + Design, who led the design of these projects. Continued discussion of these projects will be held after the tours at Brewer's Alley, a nearby local brewery/restaurant.

Learning Objectives:

Analyze the barriers of a renovation and new project in a historic district. Learn strategies for complying with historic preservation requirements while incorporating new design features that enhance community well-being such as minimizing natural hazards and meeting life safety codes.
Identify potential resident health factors and design your project to address resident health and well-being using Enterprise Green Communities criteria.

Explore funding options. Summarize the process of applying for 9% Low-income Housing Tax Credits (LIHTC). Describe the HOPE VI Revitalization grant and the impact it had on Frederick City.
Discuss the importance of community and supportive services such as adult education and job readiness, healthcare programs, and youth-oriented programs. Bernard W. Brown Community Center is the home of Housing Authority of the City of Frederick Development Office, United Way of Frederick County and YMCA Head Start.
